ABOUT STUDENTS FIRST COALITION PAC

Students First Coalition PAC is a state-focused political action committee dedicated to strengthening school board leadership across Arizona. We support candidates who are prepared to govern responsibly, exercise sound judgment, and make decisions that put students, communities, and taxpayers first.

School boards make decisions that shape academic outcomes, district finances, and public trust. Yet these races are often overlooked, under-resourced, and driven by special interests rather than long-term student success. Students First Coalition PAC exists to change that by supporting leaders who understand the responsibility of governance and are willing to do the work required to serve well.

Our focus is not ideology. It is leadership. We believe strong schools depend on accountable governance, fiscal discipline, transparency, and a relentless focus on student achievement.

HOW WE WORK

Students First Coalition PAC identifies and supports candidates who meet clear standards for leadership and service.

We prioritize school board races where governance matters most and where responsible leadership can make a measurable difference. Our support is guided by principles, not personalities, and by outcomes, not rhetoric.

Candidates we support demonstrate a commitment to fiscal responsibility, ethical oversight, and improving academic outcomes. We value leaders who respect parents, engage their communities, and understand that public education requires both compassion and accountability.

Our work does not end on Election Day. We believe effective governance requires preparation, follow-through, and continued engagement. Students First Coalition PAC is focused on building long-term leadership capacity, not short-term political wins.

Our leadership brings firsthand experience in school governance, policy oversight, and community engagement. Together, we provide strategic guidance to ensure the PAC remains focused on its mission, maintains high standards, and supports candidates prepared to lead with integrity.

Founder and President

Pam Kirby

Pam Kirby is the Founder and President of the Arizona Coalition of School Board Members and Friends of the Coalition, organizations dedicated to improving school board governance and accountability across Arizona. She is a retired CPA with senior finance experience at Arthur Andersen, Marriott Corporation, and Frito Lay, and previously served two terms on the Paradise Valley Town Council and the Scottsdale Unified School District Governing Board.

Managing Director

Katie Ward

Katie was raised in Arizona and holds degrees in history and political science from Arizona State University, as well as a certificate in political thought and leadership and a post-baccalaureate certificate in paralegal studies from Duke University. She has worked on multiple political campaigns, served as the business liaison in the district office of Congressman Paul Gosar, and worked at the Arizona Department of Veterans Services, supporting efforts to ensure veterans have access to quality education.
